Hello Vipulgoyal,

The answer IMOE.The pronoun should be plural "those" to refer to the cattle of 48 states. The reference is Cataphoric. The Idiom used is "as much as".The initial adverbial 'combined' is correctly positioned. The construction used in other options is not grammatical.

Note that cattle is a PLURAL noun.

A: that of the forty-eight states
D: that of the remaining forty-eight states
In these options, that (singular) lacks a clear antecedent.
Eliminate A and D.

B: cattle of a worth that is almost as much as the forty-eight states
Here, the worth of CATTLE is compared to THE FORTY-EIGHT STATES -- an illogical comparison.
Eliminate B.

C: cattle almost as much
Here, much cannot serve to refer to a countable noun such as cattle.
Eliminate C.

The correct answer is E.

Here, worth is an ADJECTIVE serving to modify CATTLE.
What KIND of cattle?
cattle...WORTH almost as much.
Since the that in red is a singular pronoun, it cannot serve to stand in for worth (adjective) or for cattle (plural).
Eliminate A.
