While some propose to combat widespread illegal copying of computer programs by attempting to change people's attitudes toward pirating, others by suggesting reducing software prices to decrease the incentive for pirating, and still others by calling for the prosecution of those who copy software illegally.
(A) by suggesting reducing software prices to decrease the incentive for pirating, and still others by calling

Can anyone explain meaning issue between suggest x to y and suggest x for y ?
And also is parallelism is not missing in option E ?

X = reducing software prices
Y = decrease the incentive for pirating

Both X & Y are Simple Gerund Constructs

According to rule, simple gerunds should be parallel.

It's an Idiom..

For example:

I suggested Brian to buy BMW.

We don't say: I suggested Brian for buying BMW.

"While some propose ..........., others suggest ........, " and still others are calling for the prosecution of those who copy software illegally.

In the above construct, the underlined parts is showing contrast.. the later italic part is merely adding more info.. don't try to make it parallel.. what we must take care is that contrast part is parallel.

For example:
While Tom studied for 3 months for GMAT, he couldn't do well, and he is now thinking for another try.

Generally, to express WHY an ACTION is taken, we use a to-modifier rather than a for-modifier.
Incorrect: John drove to the store for buying milk.
Correct: John DROVE to the store TO BUY milk.
WHY did John DRIVE to the store?
TO BUY milk.

In the SC above, WHY would we be REDUCING software prices?
TO DECREASE the incentive for pirating.
The result is the construction found in the OA:
Other suggest REDUCING software prices TO DECREASE the incentive for pirating.
