What is wrong in D? :(

Even I fell for D. We need a singular because it refers to "declining" and not to "values". Hence we can eleminate D.

The answer to the question is E. Declining values will take plural verb "are"
trying for a perfect score... 800..

Declining values - so we need are instead of Is. So we have to choose between D and E. In D, which usually refers to the immediate preceding thing.

(D) which farmers use as collateral to borrow against to get through the harvest season, are

here borrow against to get through - is awkward. Borrow against what ?. Whereas in E,

(E) the collateral against which farmers borrow to get through the harvest season, are

the collateral clearly refers to farm equipment and land and the usage is proper.
