Experts therefore recommend=use time-consuming deep bore techniques.

Because public opinion opposes coal mining=mining companies are allowed to extract coal for only a short period of time.
THE above line implies that bcoz of public opposing contractors are forced to operate for only a short period of time , and therfore are forced to use quick method which will destroy forests

hence public opinion is encouraging deforestation

which is option D

Both statements in the argument when evaluated independently look like

STMT 1
P1. rmvl of hs and mt --> destroys forests
P2. rmvl of hs and mt --> necessary for quick extraction of coal
P3. experts recommend --> time-consuming technique.
so in effect preserve forests (experts) --> time consuming extraction

STMT 2
P1. Public opinion --> opposes coal mining
P2. some states --> allow coal extraction for shorter periods
P1 caused P2.
so in effect Public Opinion --> shorter periods, which is counter to the experts opinion.

The best option is C
