A)attended, (receiving and developing ) Correct parellelism
B)attended, receiving and developed (X and Y; receiving and developed are not parallel)
C)attended, received and he developed (comma before and missing)
D)attended,[and missing] received, developing
E) no verb

Correct option should be A

C doesn't prioritize the sequence of the three events. As per the argument, he first attended the college and then developed things.
Going with C, we will not be able to convey the intended meaning (of the author), therefore, portraying that all the three events occurred at the same time

A indicates the correct sequence of events, which is attended and then receiving and developing.

The option 'C' would have been contender for correct answer, had it been written in the following forms.
(i)attended and received, and he developed (Inclusion of 'and' between attended&received + 1 comma)
(ii)attended, received and developed (Removal of 'he')
