IMO A

B isn't correct because "useful as" implies can be used where as "used as" implies is used.

IMO B.
A. "Useful as" is incorrect Idiom. Should be "used as".
B. "Used as" is correct Idiom and correct parallel structure between "powerful cleanser and stain remover".
c. Wordy.Distort the meaning of the sentence by using "in use for". Also not correct Idiomatically.
D. "Cleanse powerfully and remove stains" not parallel.
E. Incorrect Idiom "Useful as". Should be "used as".

Why is the chlorine useful? because its so strong it removes color...

Answer is A.

The first part of the sentence is explaining why the cholorine is so "useful", not why it is "used". Answer B changes the meaning of the sentence.
