This question calls for a comparison between the number of pubs/restaurants on the blocks of Melbourne to the number of people on the blocks.

Option A - Incorrect
It exhibits a lack of clarity, 'there are' doesn't point to who it is talking about exactly.

Option B - Incorrect
It is wrong because it compares the number of pubs the blocks have to the number of pubs the people in the blocks have.

Option C - Incorrect
It is wrong both logically and diction wise.

Option D - Correct
This correctly compares the number of restaurants in the blocks to the number of people in those blocks.

Option E - Incorrect
This is extremely wrong because it compares the number of pubs the blocks have to the number of pubs that people 'do'.
