centralized economy,country x and country y

An overly centralized economy ,not the changes in the climate, is responsible for the poor agricultural production in country x since its new government came to power.Neighbouring country y has experienced the climatic conditions,but while agricultural production has been falling in country x, it has been rising in country y.

Which of the following,if trye,would most weaken the argument above?

(A) industrial production also is decining in country x
(B)Whereas country Y is lanlocked,Country X has amajor seaport
(C)Both Country X and Country Y have been experiencing drought conditions
(D)The crops that have always been grown in country X are different from those that have always been grown in country Y
(E)county X's new government instituted a centralized economy with the intention of ensuring an equitable distribution of goods.

Correct answer is D
Can anyone please explain why is D the correct answer

Because climate conditions could have a negative effect on crops in country x, and at the same time, they could have no/a positive effect on the crops in country y. Since there is a possibility that the climate is the cause of the bad crops, D is the right answer.

to weaken a conclusion of an argument, you must find a another reason that causes the consequence or you must find
a sentence to weaken derectly the reasons the argument states
in this question the answer is D because it wants to say that its about the crop, not the economic which caused decreasing in
arg. production

Why is A wrong? Doesnt it show that there is some other cause for the effect that is taking place other than the economy?

Industrial production could decline because the demand might be low (not necessarily because of economy) . Please explain in detail.

The question stem is talking about Agricultural production and NOT Industrial production.
