Is my reasoning is correct?
A - less than is wrong over here
B and D - wrong because of double negative
C - illogical, as it says about one percent of inflicted home
E - proper , hence correct answer[/spoiler]
I'm no expert, just trying to work on my skills. If I've made any mistakes please bear with me.

So 'fewer' can be used with referring to percentage of homes?

Is that because percentage is countable or the homes countable?

What if homes were replaced with a non countable noun?
A good question also deserves a Thanks.

Hi faraz_jeddah,

Yes, fewer can be used here because its a reference to "one percent of homes" (which is a countable thing).

However, if the SC referred to a non-countable thing (such as "air"), the presentation would be this:

Less than one percent of the air in the room.
