To attract more tourists, who does it - the canton of zurich, so eliminate D and E

The main clause deals with the two things done by the canton, commissioning the cow statues and setting them up for display. Usage of had is right here because the statues had been decorated before it was out for display. So C is right.

having changes the tense from past to present and then back to past again which is not right. The tense should be proper. Hope this helps.
Getting defeated is just a temporary notion, giving it up is what makes it permanent.

Among A, B, and C. Only choice C make the parallelism.
