This one is from cambridge tests wrongly selected B

OE:

choice C is correct. The sentence is afflicted with dangling modifier and implies that the Youth Caucus was itself a candidate. The second and fifth choices fail to correct the error, and being would probably not be acceptable in any event. The third and fourth choices both make the needed correction, but to be is needed to complete the predicate initiated by seemed.

This would also be acceptable; that's why they can't include both it and choice (C).

(D) isn't completely crazy: there are instances where "seemed" can be used, and can be idiomatically correct, without "to be." However, it requirse an adjective:

"because he seemed knowledgeable" --> correct

"because he seemed a smart guy" --> incorrect, should be "because he seemed to be a smart guy"
