can participle phrase act as subject

Hi

Is the below sentence grammatically correct? what is the subject? IS the ing forms the subject?

Thrashing of two men in the police station last week by an inspector shocked the city, raising questions about the 'interrogation' methods adopted by the police and treatment meted out to suspects.

One of the points to be considered in this sentence is the -ing form.
If an -ing form is followed by "of", it must be preceded by "the." Therefore the sentence is incorrect.

If you are referring to thrashing, then it is not used as a participle here, but as a Gerund (a Noun Form).

Nevertheless, participial phrases can definitely be used as subjects:

Interesting story finally came to an end.

In the above sentence, Interesting story is a participial phrases and is the subject of this sentence.
