yeah, 'claims' is verb but i am unable to articulate in grammar terms what is "IS". functionally, "is" describes the state of claim i.e. if "is" is replace by "was" then state of claim changes. i think "it claims" modifes "what" and "is" is part of the question.

what it claims is the world's smallest network digital camcorder ?

Clause 1 - The electronics company has unveiled
Clause 2 - what, it claims, is the world's smallest network digital camcorder (xx)
Clause 3 - which is as long as a handheld computer and weighs less than 11 ounces (yy)

The electronics company has unveiled xx, yy

IMO main verb is HAS UNVEILED;
CLAIMS = is part of the modifier
IS = main verb of the relative clause (world's smallest network digital camcorder IS this)

COMMA is generally not used in some small length modifiers that confuse us sometimes - if there were comma before and after IT CLAIMS we can easily understand

"Which" is referring to camcorder and there is no ambiguity with "it".
