the original sentence is correct.

Proponents of affirmative action....need only cite declining minority enrollment in california and texas...to support their cause

"need only cite" --> shouldn't it be "need to cite?"
Isnt the second one more appropriate out of the 2 sentences below:
I need to cite an example here.
