its A

Statement 1.

gives u that flour is 250% more than sugar

that ratio of sugar to flour is is 1:2.5

hence sufficient

Statement B
1 1/2 more cups of flour than sugar

doesnt tell u about the ratio is change with number of cups of sugar

suppose sugar is 1 cup flour is 1+3/2 = 5/2

ratio 1:2.5

but if sugar is 10 cups flour is 10 +3/2 = 23/2 = 11.5
thus the ratio is 1:1.15.. thus it changes..

hence insufficient..

hence A.

hope that helps..

Lesson learned: the actual number given might not necessarily reflect the ratio. Unless, there are 2 actual numbers given (exact cups of flour and exact cups of sugar)
