Agreed. The first two items in the list are adjectives ("difficult..." and "taciturn"), so the third item must be as well.

My query is why is E wrong?? C is undoubtedly a fair choice.But what if two choices seem correct?

Zoos have found 3 things. So, clearly all the three things should be “parallel” to each other. So, these 3 things must either all be phrases or all be clauses. So, either of these would be correct:

All 3 phrases (as in option C):

National zoos involved in modernization have found that local citizens are difficult to reach, taciturn and suspicious of innovations.

All 3 clauses:

National zoos involved in modernization have found that local citizens are difficult to reach, that they are taciturn and that they are suspicious of innovations.

You can’t have a “mix and match” of phrases and clauses (as in E).
