(E) guess that it would be Bismarck’s Prussia and would have been

IMO C

Parallelism : would X and Would Y

What's wrong in Option A
Second use of would in optin C is awkward.....

I think its E. Any answer that states "and he would be", "and would be" is wrong because it has the wrong tense. Saying he would be wrong is incorrect because it implies that we don't already know the result. Since we know the result you want to use "would have been wrong".

I'd go with D.

This is a hypothetical statement, which requires the use of the base form of the verbs "guess" and "be".

I'd vote for D.

B is wordy

So is E

C is incorrect tenses .

lEft with A and D

A is not parallel ...

D is correct. besides attempting to predict ...would guess....fits well !

B is wordy
C is correct would be seems to be appropriate..
A would be is incorrect..
