We will go by process of elimination

E is absurd
D is not parallel...instead of supporting it should have been they support
C misplaces "at the same time "
B too vague..

I doubt if A can be termed the answer - supporting is not parallel with denounce.
IMO, the correct response would be
they denounce the big government, saying government is doing too much and has become too powerful, while at the same time support
Maybe the question was posted with a typo?

through process of elimination, its A. Agree denounce is not parallel with supporting .. but even if its not --- A is the best compare to other choices.
