Nope. I don't think that is true.

A - Hold it. "On Account of" in GMAT is generally preferred over "Because of".
B - "With a law passed....that makes it...". Awkward construction.
C - 'holding gold..." changes the tense.
D - If "On Account of" is available as one of the options, "because of" can be sidelined (assuming that the rest of the construction is correct).
E - If you find 'being' in the sentence, more often than not, GMAT considers it wrong.

I guess A is wrong because comma + ing modifies the entire previous clause.....

my explanation for D

a-wrong as mohit said there is problem of comma. here comma is not needed as we do not want to modify the whole clause but the noun LAW, so Making without comma is needed to act as a Noun modifier and modifying the noun LAW.

Also there is problem of sub/verb agreement as hold used should be HOLDS for singular a citizen.

b- wrong for same sub/verb agreement
Also, I think that in A and B is ambigously modifying two nouns ( crime and imprisionment)

also WITH do not work here to complete the meaning of the sentense.

C- clearly do not work to complete the meaning

e- due to and being both are not required

D the correct answer

D clearly used because of in the sence of ( attributed to). Also, because of is correct when it is used as a PREPOSITONAL PHRASE. Also, here making is used correctly as a noun modifier( modyfying law) and idiom CRIME FOR is properly used to remove the ambiguity for THAT. and hold is properly used in infinitive form removing the sub\verb agreement issue.

EXPERTS PLEASE CORRECT ME WHERE I AM WRONG.

A very old post but I don't see a solid explanation for D. I had come down to A and D and had chosen A.

I suppose A is incorrect because the correct idiom is crime for.

so we are left with c and D.
C sounds like immigrants were founders of law.

The meaning is not conveyed in b . If u will read the complete sentence it will be so with law immigrants found that.
Immigrants does not came with law or does not found with law but because of law.
