IMO C

awareness about is correct

awareness of can mean ..awareness of a particular thing...
eg : awareness of people...

but here awareness is used for awareness about.....

has increased awareness about pending environmental legislation

"awareness about " or "awareness of"

...subject is the singular “lobbying effort". So,plural verb “have” is incorrect.

awareness about - to raise information about something
e.g. raise awareness about safety issues on roads in India

awareness of - for putting knowledge about something
The students have little awareness of regulations

So choice D is correct
