My pick is C. Correct Idiomatic usage Provide X to Y. Also parallel structure formation with how and when.

I go with E only because "when they did" at the end of C should be "when they did so" for it to be correct.

Initially I picked up C, but choice E is more concise, less wordy. The sentence structure leaves C kind of incomplete.
Can someone comment on clues to determine Vs clues for determining from usage point of view..
