If the ratio of men to women to children is 15 to 32 to 17, then (since that ratio is reduced) the total number of people must be a multiple of 15+32+17 = 64. If the total is also less than 120, it can only be exactly 64, so we have exactly 15 men, and Statement 1 is sufficient.

Statement 2 is not sufficient alone, so the answer is A.
