Hi,
The meaning is a big problem here. He can act as a chairman for 18 years but he cant act as a former chairman for 18 years right? Think about the meaning, we can visualize it :)

I agree but I am not able to get that how can we assume that he can't act as a former chairman for 18 years?????

Hi,
See, We can say:
1)'As the chairman of the board for 18 years, he reviewed....'
This means he reviewed while he was acting as the chairman

2)'The former chairman of board for 18 years, he reviewed..'
This means 'he reviewed ....' the part 'the former chairman'(but we do not know when reviewed all these, whether he did while he was chairman or later) is just describing him that he was once chairman.

Now see 'As the former chairman of the board for 18 years, he reviewed....'
This means he reviewed while he was acting as a 'former chairman'. He can't act as a former chairman right? Think about it!
