I ruled out 'former' because the usage 'former chair for 18 consecutive years' seems to bring in redundancy...

IMO: E

I was debating between A and E. I chose A because even though the sentence stated "for 18 consecutive years and a board member for 28 years"...it doesn't explicitly indicate he is not the chair anymore, so I thought "former" was necessary.

Am i understanding it wrong?

the correct answer is E though.

I think its E.

Here is my explanation: The sentence means: being the chairman of the board Joan did X. So the sentence is referring to a point in the past when he was the chairman. The actions that Joan did (X) are not what he is doing now. He did them when he was the chairman. So when he performed the actions he was NOT the former chairman. He was the chairman.
