The issues:

1. "Falling during 1950s" when used in a sentence, it means that there were special type of falling during 1950s. And the the polio victims were to practice with that type of falling, which was occurring during 1950s. This is not the intended meaning of the sentence.

--> Eliminate the options A and D.

2. young polio victims learning to live during the 1950s. This has separated special type of victims who were learning to live during 1950s. Is this the intended meaning of the sentence? Nope.

---> Eliminate the options B and C.

The only remaining option is E, which is the correct choice.

As I can see, grammatically there is no error.
A. <something> were helped to practice falling during the 1950s
looks like the practice of falling happened in 1950, but actually it should be, in 1950 something happened.
Same with D.

B and C := Young polio victims learning to live during the 1950s
learning to live during the period 1950s ?? that's not the intended meaning.
In 1950 ... something happened (as part of their therapy, young polio victims learning to live ....)

IMO E
