E is an incorrect option. That is the prey here for those who have found the error in as much as and looking for as many as, E looks best but have the following gotcha:

Let us see the completed statement using option C:

causing mass starvation in some areas and the elimination of as many as 15 percent of the population.

Now you can see as many as second component of comparison is the population which is an uncountable noun, note much population not many population. Hope it clarifies.

Guys thanks for your concern, I have noticed similar concern from others too, see I am attempting some tests and putting these Q, it happens only after 4-hours of marathon tests so by that time I am not left with lot of energy. If you guy will insist on formatting etc, it will be little toug for me. I will try my best though in whatever I can.

IMO we can eliminate A and B because of redundant " causing the result". Causing and result are not needed together.Causing already says resulting and vice versa.
