One study found that although government policy and the industrial sector in which a company operates can influence its productivity and financial strength, management decisions have at least as great an impact on a company's performance.

I feel the although placed in the passage, wants the statement to end with a stress.
E has better impact than A

Please correct me if am wrong!

Why didn't you select A?What fault did you find with it?
In E I think there is a bit of redundancy when you cluster it with the remaining non-underlined part:
what a company's management decides has a greater impact on a company's performance.
