Aren't PowerPrep and GMATPrep the same thing...?

Yes PowerPrep & GMAT Prep are two different simulation software from GMAC. latter one is currently active and is available freely online.

Here's detail of both S/w
PP= ~9 MB
GP=~25 MB

GUI of both is different. GMAT Prep's GUI now resembles to the actual GMAT test experience. Also the content (/questions/tests) in both tests is different.

Also GMATPrep's algorithm is based on the real algorithm. PowerPrep's algorithm was only loosely based on the real algorithm.
