stmnt 1: no info about Y, not sufficinet

stmnt 2: distance between X and Y is 9, since radius is 4 or diameter is 4, the max distance across the circle is 8.

if X on the circle, opposite the point P, Y cant lie on the circle (distance between X and Y is 9 and the diameter:distance from X to a point on the circle across the diameter is 8 only)

if X lies outside the circle, Y may or may not outside the circle. insufficient

combining both,

distance between P and X is 4.5 or X lies o/s the circle.
max distance from X to a point on the circle is 0.5+8=8.5, we need 9, so Y has to lie outside the circle. sufficient

Max distance from X to y is y has to be inside the circle is 8.5 along the diameter!!! And since i does not talk about y at all.. Answer would be C..
