IMO, the answer is D.
For few moments, if you forget about the examples given in the sentence, then it become like this:
The hypothesis has been advanced that the ancestors of such plants and animals appeared on the fringes of the Arctic Ocean millions of years before lower latitudes.
Definitely it is a parallelism. So the plants and animals appeared before lower attitude is not correct because the comparison is done for "appeared". So A is incorrect. B is a bit ambiguous "before at lower latitudes". Something is missing between before and at. So this is incorrect too. C sounds to be correct "before they did it at lower altitudes" but still it doesnt specify what they did, so lets hold on it. D sounds to be absolutely right as t specifies that "before they appeared at lower latitudes" which removes al ambiguities and is grammatically correct too. E is passive so it is incorrect.

there is no referent for it....
it should have been did so....
As per my understanding it = replaces noun
so = replaces verb/action.
Please correct me if I am wrong here.
