but i believe if OA is A then there is a comparison about so time frame asked in both the the question and option A

I said A as well. I saw it as "maybe unintentional action Y because of action X"

Stimulus:
Discriminating against Hispanics (Y) by not delivering critical municipal services (X).

"A" says:
Congress is spending out of hand (Y) by spending on defense (X).
