(10^8 - 10^2)/(10^7 - 10^3)

= (10^2)*(10^6 - 1)/(10^3)(10^4 - 1)

I will now approximate the following:

(10^6 - 1) ≈ 10^6
(10^4 - 1) ≈ 10^4

So,

(10^2)(10^6)/(10^3)(10^4)
=10^(2+6-3-4)
=10^1
=10
