The above statement says that while deciding on a complex issue one should base his decision on past experience on similar issue rather than on Instinct. I would agree with the above statement made because experience gives you a glimpse on how things would turn out if we take that particular decision.
Firstly, if we are taking a complex decision, we need to analyse the issue and the decision itself as how it would affect us or the targeted people after its taken.An example of this is the strategy decisions taken by corporate people. The only reason for the corporate people to form a board and organise board meetings is that the people of the board are well experienced and can easily foresee the consequences of the decision on the target audience.As we can already see that this model works in 95% of the cases.
Secondly, the possibility of taking a wrong decision is more when one bases on his instinct rather than when one depends upon experience.This is because experience never results in faulty decisions. The best example of this is that a person who makes the strategy of a game without an experienced coach has more chances to win the game over another person who makes his decisions by his instinct.
Thirdly, a general example of how decisions taken based on experience helps is in the case of competitive examinations where getting through the competition matters a lot to the individual taking it, there are discussion forums that are available where individuals that already have past experience of facing the examinations discuss and provide tips on how to tackle the exam in an efficient way.
Stating the above points, I dont mean to make a point that decisions taken on the basis of instinct dont yield good results. In cases where there are no other past experiences of the issue being faced one needs to take the decision based on his instinct only. However, basing on instinct doesn't guarantee success for sure.
