Although producer prices rose at an unexpected steep rate in September,analysts said that the increase resulted mostly from temporary factors and not necessarily foreshadowing that there would be a resurgence of inflation

C is the best. the q is checking a student's knowledge of a parallelism (the increase resulted ...and did not necessarily foreshadow )

IMO C.

Same reason as explained by the above user.
Getting defeated is just a temporary notion, giving it up is what makes it permanent.
