Analysis of Argument vs Analysis of Issue

"Individuals living in capitalist economies face higher degree of risk than those living in other type of economies. Any regulations by government will likely interfere with free market choices - a basic tenet of Capitalism." Will the answer to this differ based on whether it has apperared in Analysis of Argument or in Analysis of Issue ?
