This question tests fro the use of idioms, so we must critically examine which idioms best fits.

Option A: Incorrect
The use of 'citizen processing'is not the right option here. The idiom throws the sentence of balance.

Option B: Incorrect
The finite verb 'makes' is an incorrect verb to be used in this sentence. also the introducing prepositional phrase starting with "with" ; 'with' is generally used, when a physical accompaniment is the context. Here the use of with might lead one to think that the prescription holder themselves were armed with the ordinance.

Option C: Incorrect
citizens possess is a wrong choice of idioms here and does not makes it look suitable.

Option D: correct
The use of preposition 'it' properly refers to municipal ballot measure since the ballot measure made it an offense; whereas, the ordinance doesn't make the law it only states it.

Option E: Incorrect
The use of conjunction 'being' is an improper word to connect the ordinance and passed. A better restructuring of a verb to be will have been better.
