I think the usage is OK, just as we say a value of greater than 10.

I think D changes the meaning as if scientists are projecting(as in projecting a satellite) something for it to range from A to B

Also, the average is a fixed number. It is not a range.

Imagine someone average GMAT score is 730 (in multiple attempts).

We can say: His average score is between 720 and 740. CORRECT

But we can't say: His average score is from 720 to 740. INCORRECT

Same deal here: So D is wrong.
