1) we don't know how many dogs have been adopted.
not sufficient.

2) we don't know how many cats have been adopted
not sufficient.

1+2) 5x/11x-4 is the ratio; we still don't know what's the value of x. Not sufficient.

Therefore, the correct answer is __E__.
