Break the sentence you would get the answer

C and E are gone, as which modifies England rather than act
D.. For protecting avoid ings, as well as not used to connect list, competition changes sense, it should be competitor.

A and B.. first look both looks good... but A has subtle error both x and y...x and y should be parallel.. A got out.

Options C and E are passive... So can be eliminated.

Option D-- For Protecting-- Rhetorical Construction

Option A-- Both against -- Wrong Construction

Option B-- Correct.
