Let's take each statement one by one.

1. The total number of students in the class is 238.

The minimum number of candidates present in the least populated group can be 1, 2, 3,... May possible values. Insufficient.

2. Any group cannot have more than 20% of the number of students of any other group.

Certainly insufficient as we do not know the total no. of candidates.

(1) and (2) together

Since we want the minimum number of candidates present in the least populated group, let's assume that the maximum no. of candidates is present in each group (19 groups), other than the group with minimum no. of candidates.

Say the no. of candidates in the least populated group = x; thus, the no. of candidates in each of the 19 groups = 1.2x.

=> 19*1.2x + x = 238
=> x = 10. Sufficient

The correct answer: C
