I am not sure why you chose A. as A is clearly insufficient...
2x<3y does not tell anything about relative values of x and y

He/she chose A because he/she thought it was correct. (1) if x is 2 then y could be 3, if x is -2 y could be -1. In both cases you could pick a. However, if x and y equal 1 then A is insufficient. He/she probably just didn't use 1 as a value for both x and y.
