C. that antidiscrimination legislation of recent decades has only mitigated, rather than abolished, inequality in housing practices - correct

D. that, in recent decades, antidiscrimination legislation has only mitigated, rather than abolishing, housing practices inequality - again verb forms not parallel.

E. that recent decades antidiscrimination legislation only were mitigating, rather than abolishing, housing practices inequality. - legislation is single, so were should be substituted for was

IMO C

That is required to make the sentence parallel with "that minority clients are often discouraged as prospective buyers of residential real estate".

C is the only choice where both verbs are also parallel
Its better to burn out than to fade away
