I would like to know if the admissions decision is received the day of the published deadline (say March 28th) or if the decision is given on that day at the latest (meaning I could be hearing from the school anytime during March). Any comments are welcome! Thank you!

This would depend on the school that you apply to. It is most likely that the school rolls out its acceptances in a phased manner so it is possible to hear from them before the last date by which they announce.
