Based on the recent decline in enrollment, the admission office decided to reevaluate its recruitment strategies.

i believe thats a misplaced modifier; should be

Basing their decision on the recent decline in enrollment, the admission office decided to reevaluate its recruitment strategies.

i believe that's better, but i could be wrong.

I don't think you can use THEIR because admission office is singular. (its)

And the second half of the sentence is in past tense, using a participle , basing, changes the meaning.

Is to correct to begin a sentence using 'Based on...' ?
I'm not sure. Please correct me .

I think the sentence should be...."Because of recent decline..."
