Has faulty parallelism but its faulty. For this choice to be correct it should be modified to "According to Henry, the majority is allowed to rule because of X, not because [[of]] Y." The omission of the "of" is errorneous. Also notice, X="strength" is an adjective used as a possessive , and Y="right" is an adjective but not used in the possessive. If the sentence had read "According to Henry, the majority is allowed to rule because of [[its strength]], not because of [[its intelligence]], then sentence would have been correct.



E.the reason why the majority rules is that it is strong, not because it is likely to be right

Lacks parallelism, the construction of the first clause is incorrect, and we are missing a "but" after the "not". "the reason .. is that it is strong"?? Awkward and incorrect.
