Let the number of potential voters be 100.

Person not likely to vote = 40% = 40, so person likely to vote = 100 - 40 = 60

% who would not support ordinance A = (100 - 35 - 25)% = 40%

So in number = 40% of 60 = (60*40)/100 = 24

24 as % of 100 is (100*24)/100 = 24%.

Hence, the correct answer is ___C___

We can let n = the total number of voters.

Thus, 0.6n are likely to vote.

Since 100 - 35 - 25 = 40 percent of likely voters said they will vote against ordinance A, 0.4(0.6n) = 0.24n voters will vote against it.

So 0.24n/n = 0.24 = 24% of the potential voters are likely to vote against it.

Answer: C
