The category 1 to 5 rating known as the Saffir-Simpson Hurricane Scale provides an estimate of a hurricane's potential of destroying or damaging property, and is primarily determined from wind speed; a category 5 storm has wind speeds so high as to blow away small buildings, completely destroy mobile homes, and cause severe window and door damage.

well if you go by OG 12, idiom so X as to Y is wrong (Q 37 option C).
i actually went for option D in the above question keeping in mind the above idiom.

so X as to Y and high enough to IMO differ in meaning slightly.
so high as to destroy -> it seems to emphasize the speed , it was so high that it destroyed.
high enough-> it was just about sufficient to destroy it.

1)estimate to
2)determine by
3)so x as to y(skeptical abt this, OG says no, so it has to be NO)
4)enough to

good Q, revising idioms.

Rohu in this question m a bit confused...see op E

estimate of a hurricane's potential to destroy or damage property

isn't the idiom used in above OA is "potential to" rather than "estimate to" as you indicated...

when i was solving this question, i got confused because in my knowledge...

"estimate to" and "potential of" is the correct idiom, and thats y reject the choice E...though i didn't checked the idioms yet...can u shed some light????

sorry Atul, my first post was a typo.it shud be option D.(because of potential to-though im not sure if potential of exists or not).
coming to estimate to, i just pointed tht out as a takeway but this question doesnt offer us the chance to consider tht(its non underlined).may be estmate of is correct - not sure again.

between D and E i selected D coz of the idom So X as to Y, OG outrightly rejects this.
but i read somewhere where an expert said consider idioms only after u reject all the grammatical issues.
but D and E dnt seem to have any grammatical issues apart frm the idiom usage right?
