This question is testing COMPARISONS and IDIOMS.

The correct idiom is AS MANY ____ AS ____.
We can eliminate any answers that use "than": D and E. We can also eliminate the incorrect "as compared to" in A.

The larger comparison structure is "there are 3x as many households.... as...". We must compare "households" to "households." B clearly makes this comparison. In C, we could interpret "those" as referring to "households," but the "whose" would then be interpreted as "households whose grandparents...." Households can't possess grandparents, so this is illogical.

The correct answer is B.
