IMO E
A leading figure in the Scottish Enlightenment, Adam
Smith's two major books are to democratic capitalism
what
Marx's Das Kapital is to socialism.

Here the modifier A leading figure in the scottish enlightenment should modify Adam Smith.. Not Smith's books. So eliminate A, B and C . D uses similar to which in this context changes meaning
E explains idiomatically.

The opening modifier in this case is: A leading figure in the Scottish Enlightenment.
Now ask ourself who can play a role of leading FIGURE: a person or some work of that person.
I feel a person. SO this means just after this modifier we should have the same thing that it modifies ie. the person Adam Smith in this case.
Option A, B and C starts with Adam Smith's work. this is = to work of adam smith. Work cannot be a leading figure, so all three option eliminated.

In option E, it uses an idiom: A is to B WHAT C is to D.
A and C are work in this case
B and D are capitalism and socialism

U might be confused because of similar to, but you need to understand that here the two works are not similar BUT the RELATION they have with their respective fundamental(capitalism and socialism) is same.

So IMO E

I hope it helps.

Thanks
