The FEAR of rabies is WELL FOUNDED. The 2nd indepdent clause after semicolon should show how THE FEAR IS WELL FOUNDED. This is possible if we say that many people have died (ALREADY DIED) over the years because of Rabies.

A says ARE KNOWN (present tense implies today) to recover (today) - we know many people recover from this disease today, but this is not conformig why THE FEAR IS WELL FOUNDED.

B - use of TO HAVE RECOVERED (past phenomenon) suggests "we know that many people have died in past of rabies". This connects 2nd clause with the first.

use of "after" is incorrect - it signifies time. Where as in B - "once..." signifies an adverb of condition. And it is more a proper representation of meaning here.
